You can sell these potions and, in one transaction, level Speech up to 100. If you make the skill legendary (with patch 1.9), you can then repeat this to gain easy levels and perk points. If you combine this with buying items off an alchemist and then selling the potion, you can gain the resources to keep repeating this loop potentially endlessly.

The only thing i can suggest is to optimize who you sell what too, always sell things to their specific shop first. Weapons and armor to smiths, potions to alchemist, magic books, scrolls, enchanted items to mages, and then sell what's left over to the all purpose traders. But overall the game suffers from most merchants not having enough money
The two trade merchants at the beginning were riverwood trader at riverwood and belethor general goods at whiterun

Basically Staffs count as Scrolls, people who can buy scrolls/spells can buy staffs. Boards. The Elder Scrolls V: Skyrim.
